“The Trump administration has already shipped one American physician sickened with Ebola to a hospital in Germany, and six others with possible exposure to the virus to Germany and the Czech Republic for monitoring. Public health experts closely observing the situation said they were unaware of any other Americans with risky exposures.

The administration announced plans to build a 50-bed quarantine unit in Kenya for others who may become exposed or ill. But the fate of the unit is now uncertain. On Tuesday, a Kenyan court delayed efforts to build it by at least three weeks, and the plan for Americans who may need help in the meantime is unclear.

A State Department official said on Tuesday that officials were optimistic about resolving any objections to the Kenya plan. But the department did not answer repeated questions about whether U.S. citizens who decline transport to Kenya or wish to be treated in the United States would be allowed into the country.

Decisions would be made on a case-by-case basis, the department added.” (1)

“As Ebola spreads in East Africa, the United States is playing a much smaller role than it has in previous outbreaks. That leaves China, an economic powerhouse with epidemic control and biotech expertise, as the next global power that could commit supplies, money and medical workers to the effort.”

But despite Beijing’s significant investments in the region, it is unclear how much China is willing to do to help confront what could become the deadliest Ebola outbreak in history. With the United States playing a sharply diminished role compared with its emergency response in the pre-Trump era, China faces less competitive pressure to step up. And Beijing, ever cautious, is not likely to jump in quickly to help contain an outbreak in a remote, conflict-ridden region.”

“China took a tentative first step this week, almost three weeks after the outbreak was declared. It sent a five-person team of medical experts to Kinshasa, Congo’s capital, more than 1,000 miles from the center of the outbreak.”  (2)

“The U.S. plan to open an Ebola quarantine facility in Kenya was meant to help contain the outbreak by isolating American patients exposed to the virus.

Instead, it has caused an outbreak of violence and political rancor, with hundreds of Kenyans taking to the streets in protest.”

“U.S. government officials later told reporters that the Trump administration planned to send to Kenya all U.S. citizens exposed to the virus, rather than bring them home. The Americans would be observed and treated at a 50-bed quarantine unit exclusively for them, set up at Laikipia Air Base in central Kenya, the officials said.

Hundreds of people have marched through the streets of Nanyuki, the town closest to the air base, to protest the facility. The police have used tear gas to disperse crowds, and at least three protesters have been shot and killed, according to the Kenya Human Rights Commission. The Kenyan police did not respond to a request for comment on Tuesday.”

“In a comment to The Times, the State Department said it planned to provide transportation for Americans to the Ebola unit, but made no reference to whether Kenyans would be admitted.” (3)

“The Trump administration is telling European nations that they need to step up their travel restrictions for people coming to the continent from Ebola-hit countries in Africa, hinting that failure to do so may result in increased U.S. regulations on travel from Europe, including for the World Cup soccer tournament.

Secretary of State Marco Rubio on Tuesday called European Commission President Ursula von der Leyen to convey the concerns and “to discuss U.S. and European coordination and response efforts to the Ebola outbreak in the Democratic Republic of the Congo and Uganda,” the State Department said in a statement.

“The department’s highest priority and focus remain protecting the health of the American people and preventing this Ebola outbreak from reaching our shores,” it said.

A State Department official was more blunt, saying the U.S. “has stepped up” to confront the outbreak and “now the world must do more to step up as well.”

“The official said the U.S. wants to see action that includes financial contributions to combat the disease and “commonsense restrictions on travel from the affected area.”

The World Cup tournament opens Thursday in Mexico and unfolds over nearly six weeks, with the United States hosting most of the games.

The Trump administration has banned travelers who have been in one of the affected countries in the previous three weeks from entering the United States and is establishing quarantine procedures for affected American citizens returning home from those places.

There are relatively few direct flights between Africa and the United States per day but more than 300 direct daily flights between Europe and the United States.” (4)
